Please can I get some advice on this application.

The proposal is for wall insulation (80mm deep) to a dwelling in a conservation area. The validation team requested plans but the applicant did not think he needed to submit any drawings as they have provided a specification from the company they will be using and there will be no change to the property.

The applicant is refusing to provide any drawings. Can I assess this application using the specification submitted or should I ask for plans?

Following on from your email 2^nd October (below) I have now done as you asked and approached local architects about the architectural drawing plans that you have now asked us to provide.

 

When we explained what we needed and why we needed them the local architects were surprised. I emphasise that  they are very familiar with the our local area and very experienced in dealing with Hillingdon Planning Office requirements so we felt we should listen carefully to what they told us. They have strongly suggested to us that whilst they would take our money to provide the architectural drawing plans they would not be comfortable doing this and have suggested to us that we come back to you and make the following points for your consideration:

 

1. To provide architectural drawing plans will cost £840 (£700 + VAT).

2. We are applying for consent to apply external wall insulation to our home. The outcome of having the external wall insulation applied will be to add cm’s to the skin of the building.

3. We are not making any structural changes and none of our neighbours or any local residents have raised any objections to this work.

4. The effect of the external insulation will have no material impact on the look of the property – it is currently white rendered and it will be white rendered after the insulation is applied.

5. Multiple other properties in the area have had external insulation applied so the process and the impact are well known to the Hillingdon Planning team.

6. Hillingdon council has a policy to encourage borough residents to save energy, reduce carbon emissions and protect the local environment. Currently our home has a low energy efficiency rating nd we want to improve this.The application of external wall insulation will contribute to achieving the objectives of Hillingdon council and UK government aims and we are funding this work ourselves and borrowing the funds to do this. We have not budgeted £840 for architectural drawing plans as we were unaware that these might be required. 

7. We have submitted detailed specifications of the proposed work including details of the materials that will be used. If we supply a suitable range of photographs of the property both before and after the work then we believe this will enable the Hillingdon Planning team to clearly scrutinise and determine if the work has been carried out in line with the consent applied for. In particular it would be clear from the photographs we would provide what the impact of the work has been in the same way that architectural drawing plans would do.

 

On this basis we would ask the Hillingdon planning team to please carefully consider whether under the circumstances it is necessary for us to spend £840 for something which would add no other value and where the purpose you require it for could be achieved through a simpler, more straightforward, quicker, more modern and effective route.

 

Just to confirm, we are pleased to comply with all necessary Hillingdon Planning requirements which is why we approached the council with our plans to get advice in advance. We are also pleased to supply all necessary information for you to assess the request and make a decision. What we are asking please is if, after having submitted the application on 31^st August it is now necessary for us to commission and supply these very costly and time consuming architectural drawing plans or if we can provide you with the evidence you require via a more efficient method i.e. photographic records detailing current front, side and rear elevations before and after the work is carried out.
